<upd_detl>It's a significantly higher proportion if you include には忍びない (essentially the same form). I think "often" is fine. We only use "sometimes" notes for variant forms/kanji/etc. I suspect that に(は)忍びない dominates in literature. In Aozora, it accounts for 79% of 忍びない usage.</upd_detl>
