<upd_detl>Surely that should be "think up" or "think of", and not "think out"? (Google tells me that "to think out a plan" is quite common for something... perhaps a dialect difference...)
I added "to develop", common on reverso and eijiro. I don't think that any of the "think" variants are a great loss, but I wouldn't make any of them the #2 suggestion. Certainly not "think out".</upd_detl>
