新和英大辞典 gives:
剥ぎ取り紙 a 「writing [desk] pad.
but web usage appears to be approximately non-existent. Looking just on 剥ぎ取り with Google (or Yahoo) images shows a complete absence of paper pads, but lots of fur trappers in RPG games on line.</upd_detl>
