I'm not sure what those links are supposed to show. The Wiktionary example is "非常に寒い状況下で車を洗車することになった". The Weblio thesaurus simply lists 状況下 alongside other synonyms (状況下で, 状況の下, 状況に置かれて, 状況において). None of those expressions would be suitable as entries.</upd_detl>

wiktionary also includes it as an entry and so does weblio thesaurus
i'm obviously not saying all weblio thesaurus entries should be included in jmdict, i shared the link to show how it's clear that "状況下" is its own thing, not just "(specific content)状況" + "下"</upd_detl>

<upd_detl>I don't think that's the right conclusion to draw. In 困難な状況下, 困難な modifies 状況. 下 is a suffix that attaches to 状況 but the whole noun phrase (困難な状況) is included in 下's scope. If you take out 困難な from 困難な状況下, you're left with a noun+suffix construction that expects a modifier.</upd_detl>

<upd_detl>I don't think that contradicts anything I said. "この" in that sentence is just a substitute for the entire previous sentence. We have "この" tagged as "pre-noun adjectival (rentaishi)" in JMdict.
The point is that you wouldn't start that sentence with just "状況下" by itself. It would need to be "この状況下," "ある状況下," "ニュースが大量に流れてくる状況下," etc.</upd_detl>
