<upd_detl>The 95 Tatoeba sentences are overwhelmingly sense 1 and all but 2 refer to "blue". I feel the long note about green skews the balance. Possibly something shorter and only on the "green" gloss? ("azure" is in GG5 and 中辞典.)
Splitting "green" into its own sense is another possible approach.</upd_detl>

<upd_refs>I talked about this with a native speaker
(Osakan in her 30's) who had the interesting
perspective that she'd never use あおい to mean
green, only あお. "青い信号" over "青信号” sounds
to her as if the entire device/box itself is
blue (and not green). She did accept "信号が青い
うちに" as natural-sounding though, but not 信号
が青い by itself.

This is confirmed by another native speaker
here:

http://lang-
8.com/1102982/journals/19627289332636912439867
2107012031651514
"「信号が青の時、道を渡ってもいいです。」の方が自然で
す、
「信号が青いとき」だと信号全体が青くなったかのような印象
を受けます。"

Chujiten has 青いりんご but to to my informant,
this sounded unnatural (again, she preferred 青
りんご)</upd_refs>
