<upd_detl>maybe just a+b, but I feel like 「上の人を出せ!」 ("let me 
talk to your superior!") is something of a setphrase (though 
bing/google results don't really support that). Also the 
meaning might not be immediately apparent from the 
individual parts.

Just from the eij sentences though, it's apparent it could 
also for example mean "upstairs neighbour", which could be 
an additional sense, if you find the entry is worth keeping.</upd_detl>
