<upd_detl>As a one word translation, google gives "infuriating". "憤ろしい人" doesn't exist (google). 

The object of 憤ろしい, when given explicitly, seems to usually be the cause of outrage, not the person feeling it.  daijs gives 腹立たしい, which we gloss in this way. sankoku: 腹が立ってたまらない気持ちだ。 

sankoku says 文, so I'm picking [form] over [rare]. But:
腹立たしい	196914	99.9%
憤ろしい	133	0.1%

Happened to find a direct comment on this that probably applies to a lot of [rare][form]. "Haven't used once in my life, a lot of Japanese people probably couldn't even read it":

現代の日本語としては、ほぼ使われません。僕も人生で一度も使ったことがありません。「憤ろしい」を「いきどおろしい」と読めない日本語ネイティブが多い、というくらい稀な言葉です。
かなり強めに腹を立てる感じだと思います。

This is what I would imagine as [form][rare].　We have a lot of these.

Now, it seems like there is another usage.  Yourei has "憤ろしい顔" and "憤ろしい涙", where it probably just means "angry face/tears" (as google translates).  But "腹立たしい" will generate the same examples.</upd_detl>
