<upd_detl>Remove some (minor) ambiguity for the less historically savvy.  

Maybe there is an argument for capitalizing "Occupation" and/or "Occupation Forces" in some contexts, but it certainly doesn't seem necessary here, and I can't actually find anywhere else we've done this.</upd_detl>
