<upd_detl>広辞苑第六版 also has this the other way around at 蠢愚. Same meaning. That would warrant a new entry I guess?

<upd_detl>Interesting observation. As the n-grams show, 蠢愚 is even less common than 愚蠢. It would need to be a new entry, although I doubt it is worth it.</upd_detl>
