<upd_detl>The gloss alone seemed vague.  Thought about rewording significantly, but instead adding [fld=law] and the xref seem to solve the problem.

Ngrams show this is usually followed by "petition to/plea to" (or something to that affect).  

Changed to "challenge to" as appears in the ref (also matches alc's gloss).</upd_detl>
