These seem to be quite common, as we've seen them readily available in various stores. <upd_detl>Isn't that specifically "小学生+バレーシューズ"? Searching just for バレーシューズ seems mostly to bring up volleyball shoes.
I thought at first it was a variant of バレエシューズ, but they link only to ballet shoes.</upd_detl>

<upd_detl>According to the above article, the name is peculiar to Wakayama prefecture, but there are many people in the comments section saying it's used (or was used) in other parts of the country.
バレーシューズ was originally the product name of a shoe made by Moonstar (released in 1958), and its design was inspired by ballet shoes, hence the name.
I'll create a separate "volleyball shoes" entry.</upd_detl>
