<upd_detl>Not rare, but the xref should probably be used in most everyday cases.
I get the feeling this is used especially in special explicitly-inclusive contexts. This appears in some policy/legislative directives ("sibling abuse"). I saw as a translation for "all of my brothers and sisters who suffered under ..." in a dramatic speech(semi-figurative, members of the same race oppressed by another race. but it's sci fi, and it was a "collective" society, so who knows...). daijs explicitly says same as senses [2] and [3].
