<upd_detl>macadam seems to be just plainly incorrect. 砕石 is an ingredient, and that is all. 砕石 has innumerable other applications, and without tar/bitumen, it is not macadam. I can't imagine anyone would ever use 砕石 as a shorthand for asphalt.
sankoku lists as suru intransitive. Even so, marked the [vs] form as rare, as it certainly seems uncommon (and looking at actual use cases, I'm still not entirely sure what is being communicated. In some cases, it might even be "the application of crushed stone" (to a lawn)". But anyway, don't hold me to that, I didn't look that hard.</upd_detl>
