it can certainly be used in such a manner with Japanese 
words. I asked a native speaker for an example and got: "彼

ウンターの席がある、ザ・食堂って感じの店内。" "ザ・バカ！って感じの邦画教えてく

<upd_detl>i'm not 100% opposed to pref, but i don't think [pref] is really correct, and if there's ever a case of an [unc], this is a near-perfect example of it

the problem with [pref] is that, by definition, a prefix ~~attaches itself~~ to an existing word to create a new word.

for example, ad+mixture=admixture.  does "ザ"/"the" function that way in japanese?  no.  in english, it is a preposition (a separate word that comes first) and in japanese, it is also a separate word/component that forms the first part of a compound ("the ...").

long story short, shinmeikai lists it as a （造語）. since i don't think it actually 'combines' with an existing word to form a new word, i don't think it can be called a "prefix", like "ad-", etc.</upd_detl>

a straight translation of it as "the" is mainly reserved 
for translations and in titles, so this could actually 
be on top, as the more common usage.

Also daijs makes a good argument for [pref], if we 
wanted to revisit that discussion as well: "名詞に付けて"
I disagree with Rene's assertion that ザ is not a prefix 
because it does not "[attach itself] to an existing word 
to create a new word [in Japanese]" - how is the 
Japanese usage of ザ morphologically different from 御?</upd_detl>
