<upd_detl>This is used in figurative expressions that refer to dying at sea but I don't think it's correct to say that 藻屑 itself means "death at sea".
海の藻屑と消える and 海の藻屑となる (both in jmdict) appear to account for almost all of this figurative usage. I think the second sense can be dropped. The JEs and most of the kokugos only have one sense.</upd_detl>
