<upd_detl>An [expl] is critical so that this is *not* interpreted as flying at half mast(just as it was already mis-glossed).

I had an xref to 半旗, but as I think Marcus has noted, without explanation these are difficult to interpret. 

I'd put a note saying "Japan uses both the traditional flag, and the custom of flying at half mast", or something like that, plus an xref.  But I don't think that much detail would be accepted, so I left the xref off. 

Note: wikipedia in English says : "place a black ribbon, known as a mourning flag (弔旗 [ja], Chō-ki), above the flag".  It's not clear to me that the black strip is called the 弔旗, or if the entire flag in this state (national flag + black strip ) is called 弔旗 (or perhaps both).   Amazon link even says 弔旗用喪章セット, "for use in mourning flag", I think the English wikipedia article is incorrect.</upd_detl>

The Hinomaru flag has at least two mourning styles. One is to display the flag at half-staff (半旗, Han-ki), as is common in many countries. The offices of the Ministry of Foreign Affairs also hoist the flag at half-staff when a funeral is performed for a foreign nation's head of state.[108]

<upd_detl>Not sure both glosses are needed, but also not sure they hurt.  I should prefer the more common/direct "mourning flag", which is also the gloss in the japanese wikipedia article.

Wikipedia is even inconsistent:

English wikipedia does not have an entry for "Mourning Flag", only half mast.  In the half-mast article, it makes note of the Japanese mourning flag.</upd_detl>
