<upd_detl>Only marked [2] as rare, because if you want to say "appearance of the laity", I guess this is how you'd do it. (It's no more rare than what you want to express)
But I'm sure [1] is not exactly common either.
I only have the daijs sentry, which says 僧でない. Absent evidence to the contrary, I suspect any gloss of "vulgar" is misplaced in modern English. Likely this was intended with the dated meaning: "characteristic of or belonging to ordinary people." This will not be a common interpretation of vulgar today.</upd_detl>
