<upd_detl>So rare I favor delete. No apparent kokugos. Will be evident in context if encountered (全般 + 前哨), google results are primarily JE dictionary entries (some quite old).
Else definitively [rare].
Appears to exists as a rare calque of the english gloss, perhaps used sometimes in the military, often appears (to the extent that it does appear) as 全般前哨(GOP). GOP = General Out Post (if you search this term on wikipedia, it appears *once*, on an article on the korean demarcation line/DMZ).</upd_detl>
