The first two sites linked above give a different meaning. This usage dominates on Twitter. I've made it sense 1.
For the related term ホイ卒, several sites explicitly say that it doesn't mean "最終学歴が保育園である人", while others say it can be used with that meaning (usually as a joke).</upd_detl>
