<upd_detl>Image search and all references identify this as a historical article of clothing. Two different references make explicit analogy to "脚絆" as a modern equivalent, so it feels reasonable to give the [see] here.

I'd be perfectly happy with the wiktionary definition as-is if that's kosher, or any other suggestion. I just want to identify this term as a historical artifact, and I think including "made of straw" gets the point across without saying "in historical Japan".</upd_detl>

a kind of gaiter or legging previously worn in Japan, usually covering the lower leg from knee to ankle

旅行や作業などの際、すねに巻きつけてひもで結び、動きやすくしたもの。古くは藁 (わら) や布で作った。後世の脚絆 (きゃはん) にあたる。脛巾裳 (はばきも) 。

Includes a translation as "gaiter" as well, situates in the muromachi and heian periods (for this example). I've seen some Edo references I think, but the name might have already changed by the Edo period.

Note: there is a "ninja troupe" or something that goes by the name 黒脛巾組, as well as a shrine 荒脛巾神社 that seem cumulatively responsible for most modern uses (outside of a number of historical articles).
