<upd_detl>It looks like 外 is technically the primary kanji for ほか, but basically no one uses 
it. I've never seen it used as ほか, and according to the forum post I linked, 
newspapers generally write the word in hiragana to get around the issue. On the 
other hand, I see 他 pronounced as ほか all the time.</upd_detl>

<upd_detl>i agree, though there is also the confusion with 他[た] (and 外[そと]).  i have moved the news tags to 外[そと], which seems more likely than 他[ほか].  i'm not sure if we can move the [ichi1] tag from 外 to 他 here, but if not, then 他 should get [spec1].</upd_detl>
<upd_refs>meikyo is the only one of my dictionaries that lists 他 first, adding in a note that:
(3)は「外」を、(3)以外は「他」を使うことが多い。全般にかな書きも多い。
where their sense 3 means "beyond", "outside", etc.
