I'm not sure this is material for a dictionary entry. It's not very common (and many WWW hits are for a book of that name.) It's a bit like having an entry in an EJ dictionary for "take a cold shower".</upd_detl>

There are many variations (済むなら/済んだら/済めば, いらん/いりません/etc., without and without the は). ごめんで済んだら警察はいらない appears to be the most common form on Twitter.</upd_detl>
