<upd_detl>The current dictionary entry lists it as a noun, although here it's functioning like an adjective.  I know 特別 is an adj-na/no, and I found some webpages using 特濃 as an adj-no and others as an adj-na.  特別 is also adv and n, so 特濃 may be as well, but I can't verify that.</upd_detl>
<upd_refs>This is part of the name of my favorite Japanese candy, "特濃ミルク", which the package translates as "High Conc. Milk Candy".</upd_refs>
