<upd_detl>"with all eyes filed" doesn't seem to be real English expression. I'm a native speaker and have never heard it, Googling only brings up 40 hits that are all online J/E dictionaries and a couple of web novels translated from Japanese into not-very-natural English, I suspect they got it from those dictionaries. As suggested in this discussion https://jisho.org/forum/62ceaa9c12a5373108000000-zhong-ren-huan-shi-equals-with-all-eyes-filed-upon-one it should probably be "fixed" not "filed".</upd_detl>
