<upd_detl>Yes, it refers to the constitution itself. But having "Meiji constitution" as a gloss is not in line with our usual style (see 百獣の王, 百薬の長, ほの字).
I don't think it necessarily has to refer to the Meiji constitution, hence the "usu."</upd_detl>
