<upd_detl>beat'em up and fighting games are not the same
beat'em up has the player character battling 1-4 enemies at a time. the enemies sort of just come by as you are walking down the street. they are much weaker than you
it's a single-player game but multiplayer is possible with cooperative mode
here is one example: https://www.youtube.com/watch?v=2tQnYcmcP94

fighting games are player against another player (or computer) on an arena. the player characters are equally powerful and usually fight multiple rounds
examples are the street fighter series, king of fighters series, mortal kombat series

格闘ゲーム is the latter</upd_detl>

<upd_detl>Sorry for not replying to this earlier. I agree with the anonymous commenter. I checked the Wikipedia articles of a few well-known beat 'em up games and none of them are described as 格闘ゲーム.
The name for this genre in Japanese is usually ベルトスクロールアクションゲーム.
None of the www image results for 格闘ゲーム are beat 'em ups either.</upd_detl>
