<upd_detl>Given that sense 1 is usually ３密 and sense 2 is always 三密, I'm not sure these should be merged.
If they are merged, I wouldn't put the new sense first. ３密 isn't much more than a buzzword/slogan at this point. News organisations still put it in quotation marks. Another reason I think it would look better as a separate entry.
