<upd_detl>decided to go with "harmony of the five races" for the 
Japanese policy, as it's mentioned in "American Foreign 
Relations: A History- Since 1895." Most other sources talking 
about Manchukuo seem to specifically mention harmony as well, 
while I'm assuming the "five races under one union" is the 
established English term for the Chinese policy.</upd_detl>
