<upd_detl>Hm...! I've always interpreted it as a program that one is a regular on, from the way TV entertainers frequently talk about how many レギュラー番組 they have. But of course the program itself needs to be regular for them to be able to regularly appear on it. I asked a native speaker which of the two interpretations they preferred and they weren't really sure. but if this is how those sources define it, I guess that's the correct way to read it.</upd_detl>
