<upd_detl>As 明鏡, 新選 is the new way. It may as well lead. Most of the kokugos agree.
That GG5 gloss split, esp. for 新撰 is interesting - none of the kokugos really support it, however it's consistent with the meaning of 選 and Daijirin leaves it open. Googling for 議員が新選 (0 n-grams) brings up some pictures of politicians. Probably worth adding.</upd_detl>

<upd_detl>Most of the counts for this word come from 新選組.
The only examples I can find of sense 1 are book titles. The only example I can find of sense 2 is in Saito: "新選議員 a new M.P". Nothing in Google news. I presume it's obsolete.</upd_detl>
