<upd_refs>There is another meaning to this phrase.  In the context I found it, neither "to be informed" nor "to have thorough knowledge" fits.  But the example sentence for this entry --  謝るぐらいの礼儀は彼女も心得ていた -- is more like what I was looking for. It's translated there as "to have the decency to do", but I think it could also be something like "to be wise enough to do" or "to realize it's the right thing to do".

<upd_detl>gg5 has a third sense for "have a knowledge [command] of…; know how to do." 
that's kind of like our current entry, although it seems to me that a broader "to 
know; to understand" covers "to have knowledge of" pretty well</upd_detl>
