<upd_detl>Not sure. The policy at https://www.edrdg.org/wiki/index.php/Editorial_policy#Proper_Names has "other countries and their capital cities and other significant cities". For Italy we don't have entries for Milan, Turin, Florence, Naples, but then we do have one for Venice.
