<upd_detl>i'd say in that tweet, アルコール still means 'alcohol' itself, not 'hand sanitizer'.  google image search for アルコール definitely brings up images of various sanitizers (sprays, gels, etc.), but again it appears to me that アルコール refers to the key ingredient, not the product</upd_detl>
