<upd_refs>(I saw it as オンラインシッピングツール on japanpost.co.jp. Several of the first hits on Google are about ドロップシッピング)
シッピングニュース is the name of a movie and and I don't think "shipping" is an adjective here, nor in シッピングアドバイス. 
The fact that another noun follows it doesn't automatically mean it's an adjective and I don't think it makes sense to describe it as such. Can "shipping" at all be considered a noun in English?</upd_refs>

<upd_detl>Assuming you meant "considered an adjective", no, it's always a noun. But the description of adj-f is "noun or verb acting prenominally"; it doesn't have to be an adjective. That being said, we do usually reserve adj-f for adjective-like terms, which シッピング is not. I suggest this instead. We have the same note on a few other entries.</upd_detl>
