<upd_detl>As with 欲しがる the JEs are not featuring the appear/seem aspect. I think it's really a more direct adjectival derivation from 残念.</upd_detl>
<upd_refs>GG5: 残念がる, 残念に思う regret; be disappointed 《at…》; be sorry; 〔口惜しがる〕 be vexed; be mortified; be chagrined 《at…》; feel chagrin 《at…》.
中辞典: 残念がる, 残念に思う regret 《that …》; feel regret 《at》; be sorry; 〈口惜しがる〉 be vexed [mortified] 《at》; 《文》 ┏feel chagrin [be chagrined] 《at》</upd_refs>

<upd_detl>Well, nikk is very clear: 残念に思っている様子を態
度に表わす。 残念そうにする。
and this is how the -がる suffix is used.
Again, mk's def: …という気持ちや様子を外に見せる意を
表す。
GG5's definition is maybe OK in the context of
it being a wa-ei dictionary for Japanese
speakers who won't have to have it explained
that a -がる verb will (in the absolute
majority of cases) not be used when the
subject is oneself. I think we need to spell
it out, though.</upd_detl>
