<upd_detl>I think it's more adjectival than an affix. I don't think it's a noun at all. "白耳曼が..." gets 6 hits, and most are from one source.</upd_detl>

I do get some Meiji and Taisho era hits on Google Books for 
the 白 version but I can't see the actual pages, and I know 
Google's OCR isn't always 100% on the mark when it comes to 
old Japanese documents.</upd_refs>
