“楽校(がっこう)”という言葉には、学校では学びづらいことを学び、学校とは異なるスタイルで学ぶ「もう一つの自由な学びの場」という意味と、 遊びから学ぶという「楽しい学びの場」という意味が含まれています。

<upd_detl>I don't think we can call this "educational institution focused on learning while having fun", it makes it sound like something 
that's been formally defined or like it's a specific category of school. This seems more like a casual kanji pun on 学校 that should 
be read more as "fun school" and that's being used spec. for "水辺の楽校" (a government project) and in some other similar instances 
like Mie Prefecture's "nature school"

It's a headache to gloss so my preference would kind of be to just skip it, but it is common in the ngrams...</upd_detl>
