法定外公共物の多くは、公図上に地番の無い長狭物（ちょうきょうぶつ：細く長い土地）で、赤線（又は里道）、青線（又は水路）と呼ばれ、公図が作成さ
れた時代には、道路、水路などの公共的な機能がありました。公図の作成時期は、地域によりばらつきがありますが、明治時代に作成されたものが、現在も
利用されている地域があります。
　ここでは、永年の土地利用の変化により、公共的な機能の無くなった赤線、青線（以降「公共物」といいます。）の売払い、譲与、交換の手続きについて
