in this case, it's possible that 北朝鮮人 might be "banned" because it's somewhat ungrammatical (i.e., consider the case that native japanese speakers tend to think that 北-朝鮮人 is a more natural parsing than 北朝鮮-人... i'm not sure that's true, but it's possible).  this would not be dissimilar to "illegal immigrant" being a stupid phrase in english (which has been banned in the associated press unless it's a direct quote) because it suggests that a person is illegal rather than their action/status.  nevertheless, i think this is fine to keep marked as [sens] since it is banned on nhk</upd_detl>
