<upd_detl>We may be getting some more. I'm trying to get a large Japanese-Russian dictionary aligned to add glosses to JMdict, and it tends to use 塚. Not sure why.
It's arrived in JIS X 0213, so I guess we shouldn't exclude it.</upd_detl>
