<upd_detl>It's not a referee in nikk. リーダーズ also has "最高絶対の審判者である神・キリスト" as a meaning for "judge".
I think it's quite a general term (like "judge"). Doesn't appear to be used much in sports. That's usually 審判(員).</upd_detl>
