I think it's supposed to refer to side shows and other things that are not the main attraction. Things such as clowns in a circus. They're expected to be there, but you don't go to a circus to see the clowns.</upd_detl>

None of the other kokugos have that point made in Koj, but I think "livening-up" covers it.</upd_refs>
