<upd_detl>That term is used a minuscule amount compared with the normal terms for immigrant/immigration. Also, when you look at the article quoted, it's really using the kanji to literally translate English and French; not to establish Japaanese terms in use.
I doubt this term, or 出移民, are needed.</upd_detl>
