<upd_detl>I recall it being discussed at the time the entry went in, and "barrier-free" buildings were being called "ハートビル".  It seems to be a bit dated now.</upd_detl>

<upd_detl>I think that's a bit of a jump (from ハートビル
法 to saying ハートフル by itself means 
"barrier-free"). Better to just add

<upd_detl>Can we just note it as a lsrc without calling it wasei? It's not a common word in English, even if may exists. In the google books 
ngrams English corpus, it sees less than 1% of the usage of "heartfelt"</upd_detl>
