<upd_detl>下方 has [news,nf09] and 上方[かみがた] has [news1,nf11].  i suspect that じょうほう is used much more often in the news than かみがた and the tags are misplaced. かみがた might get a spec tag if it's felt it's common enough?</upd_detl>
