This is by far the most common meaning in day-to-day Japanese (usually in reference to video games, food, music, etc.) and it's always a noun (中毒性がある, 中毒性が高い, etc.) There are several adjectival 中毒性の examples on reverso but they appear to all be machine translated.</upd_detl>
