<upd_detl>Unless there is some specific Japanese mode which indicates that this means anything other than half an hour, I wonder why that should not be the meaning. If this does not mean half an hour, how would one write half an hour if one wanted to be definite?

As a matter of interest, for approximate, you have the following:-

小半時 【こはんとき】 (n) (arch) approximatively thirty minutes.
