<upd_detl>This seems to be a regulatory term, but "law" field does not seem appropriate.
Not A + B because "加熱" does not mean "sterilization", nor does it have that sense in Japanese dictionaries AFAICT.
Not obvious because it's not just talking about heating to cook.
Relatively common as I just read it as the first word/compound on the label of three different brands of sausages/hot dogs.</upd_detl>
