1) ~うちは~
This means "as long as the situation continues". The meaning is similar to "during that time" and "at that time". It is commonly used when comparing that situation and the situation after that.
若いうちは何でもすぐ覚えられるけど、年をとるとなかなか覚えられなくなる。

2) ~うちに~
This form is commonly used when suggesting what one should do while a favorable situation exists or before it ends.
