<upd_detl>This is a strange one. Not in any of the usual refs. There is a manga called 「じゃりン子チエ」 which is where
most of the hits come from. Seems to be a variant of 「じゃり」, but while that has undertones of a noisy child,
this refers more to an animated (female) one? Though the term itself doesn't have anything to do with school.
Dunno if it's worth keeping if we can't narrow it down.</upd_detl>
